Virginia Homeless Solutions Program (VHSP)

The VHSP provides housing services that are designed to reduce the number of homeless individuals and households and generally, the length of homelessness in the community. The program is primarily funded by Homeless and Special Needs Housing (HSNH). Eligible providers of housing services for this program include local governments, non-profits, and Public Housing Authorities (PHAs). Acquire, Renovate, Sell (ARS)

ARS Program provides homeownership opportunities to low-income first-time homebuyers. The program was launched through a partnership between DHCD, the primary administrator, and the Virginia Housing Development Authority (VHDA), which provides funds to run program activities. Service providers for this program identify and acquire undervalued homes by their means, use ARS funds to renovate them, and resell them at a fair market value to first-time homebuyers. The ARS funds are returned once the property has been sold. The service provider then uses net proceeds to reinvest in local affordable efforts and cover a portion of administrative costs. Homeownership Down Payment Assistance Program (DPA)

The DPA program provides financial assistance for low-income first-time homebuyers to enable them to access safe, decent, and affordable housing. The down payment assistance is offered in form of a grant. The grant usually comes in with a mandatory ‘affordability period’ which allows the occupant to continue living in the house as their primary residence. The qualifying homebuyers may receive up to 15% of the sales price, plus up to $2,500 to cover closing costs, which includes the taxes, title insurance, and attorney’s fee. Manufactured Housing

Manufactured homes offer affordable housing for Virginians struggling for quality and a safe place to live. These houses are built in a factory, and they are transportable from one or more sections and used as permanent dwellings by single families looking for quality and affordable housing. VIDA program helps with a down payment to low-income individuals and families. The program offers training services, support, and match funding on their savings. Virginia Eviction Reduction Pilot (VERP)

The Governor of Virginia State signed a $3.3 million budget during the 2020 special session to help in implementing program activities. The state directed the Virginia Department of Housing and Community Development (DGCD) to design and implement the program. The goal of the program is to create local coordained solutions to prevent evictions. The program employs a systematic approach where the organizations acting as safety nets in e community work in collaboration to ensure households at risk of evictions can access resources for stabilizing their housing situations. Community Housing Development Organization (CHDO)

CHDO is a special status that DHCD can provide a private, non-profit, community-based organization whose function is primarily to create and provide affordable housing for the residents of the community it serves. The CHDO state confirms that the organization providing housing services has been certified and therefore, it meets the required qualifications as speculated by the HUD’s HOME Investment Partnership Fund (HOME) program regulations. Affordable and Special Needs Housing (ASNH)
